Background

GNSS is being used for an ever increasing range of safety, security, business and policy critical applications. GNSS functionality is also being embedded into many parts of European critical infrastructures. The vast majority of GNSS applications all rely on unhindered access to the L1/E1 frequency which is used by GPS, EGNOS (SBAS) and GALILEO. This includes consumer, professional and safety of life services. International economies are now dependent on GNSS positioning and timing services. At the same time as GNSS is penetrating all aspects of society, business and policy. GNSS vulnerabilities are being exposed and threats of denial of GNSS services are increasing. GPS, EGNOS (SBAS) and GALILEO services need to be protected. This includes both understanding the threats as well as hardening GNSS receiver against the threats. This is an international challenge that warrants an international response.

There is now an urgent need to respond at an international level to ensure that there is (i) a common standard for GNSS threat reporting and analysis and (ii) a global standard for assessing the performance of GNSS receivers and applications under threat.

The availability of standards will drive new innovations in the development of robust GNSS receiver technologies. In turn, this will ensure the dominance of GNSS as the backbone to our positioning, navigation and timing needs and secure the success of EGNOS and GALILEO in the development of next generation applications that depend on unhindered access to GNSS signals and services.   

The STRIKE3 project has been awarded by the European GNSS Agency (GSA) within the Horizon 2020 research programme to address the need to monitor, detect, characterise and mitigate threats to GNSS services and applications. The overall aim of the STRIKE3 project is to develop and validate new international standards for the monitoring, reporting and testing of GNSS threats. International standards require international collaboration and international agreement. Furthermore, such an ambitious task is only possible by bringing together existing players with existing technologies. Within the STRIKE3 project, these technologies are being deployed in real world environments in order to monitor and report on real world threats that exist in the GNSS spectrum.
